Tan Sri Dato' Seri Dr Sulaiman Mahbob
Tan Sri Dato' Seri Dr Sulaiman Mahbob has been an Adjunct Professor at the International Institute of Public Policy and Management (INPUMA), Universiti Malaya (2009). Since his retirement from the civil service in 2009,
Tan Sri Dr Sulaiman has been appointed as Chairman of the Malaysian Investment Development Authority (MIDA) since 2022. In fact, he was first appointed as Chairman of MIDA from 2009 to 2012. He is currently Chairman of the Malaysian Institute of Economic Research (MIER), an independent think tank on Economic Policy. Previously, he also served as the Executive Director of MIER from 1995 to 1997....Tan Sri Dr Sulaiman graduated in Economics from Universiti Malaya in 1971.
He was later awarded the UN Scholarship to pursue his postgraduate studies in Agricultural Economics at Wye College (later known as Imperial College), University of London (1976-1977). For his doctoral studies, Sulaiman attended the Maxwell School of Citizenship and Public Affairs at Syracuse University in New York (1982-1986).
In 2013, he was awarded an honorary doctorate in Economic Management in conjunction with the 41st convocation of Universiti Kebangsaan Malaysia (UKM). He was made a Distinguished Fellow of INTAN in 2015. Tan Sri Dr Sulaiman’s tenure in public service spanned over 40 years.
During his civil service career, he served in various ministries and departments, including the National Economic Action Council (NEAC) (1998-2001). His last position in the Malaysian civil service was as Director General of the Economic Planning Unit (EPU) in the Prime Minister’s Department (2006-2009). Prior to that, Tan Sri Dr Sulaiman had served as Secretary-General of the Ministry of Domestic Trade and Consumer Affairs (2001-2004).
Tan Sri Dr Sulaiman was the founder and first president of the Integrity Institute of Malaysia (IIM) (2004-2005) during the Tun Abdullah Ahmad Badawi administration and was Chairman of Telekom Malaysia (2016-2018). He has also served on the Boards of Petroliam Nasional Berhad (PETRONAS), Federal Land Development Authority (FELDA), Companies Commission of Malaysia, Malaysia Insurance Deposit Corporation (PIDM), and Malaysian Communications and Multimedia Commission (MCMC).
He was also appointed as the Chief Executive Officer of the National Recovery Council (NRC) in 2021-2022, which was responsible for formulating the country's Economic Recovery Strategies, to achieve the best economic impact and restore the lives of people who have been severely affected by the Covid-19 pandemic. As an Adjunct Professor at INPUMA, Universiti Malaya and Universiti Tun Abdul Razak (UNIRAZAK), Tan Sri Dr Sulaiman continues to teach Economics and Public Policy. Tan Sri Dr Sulaiman often contributes articles on Economic Policy, Public Finance and Development to local newspapers, particularly the New Straits Times (NST). His recent publications include Reflections on Malaysian Economic Policies.
Dr Hezri Adnan
Dr Hezri Adnan is an experienced professional working for sustainable development and human security. He is a Trustee of the World Wide Fund for Nature (WWF) Malaysia and an Independent Advisor of Petronas Chemicals Group Berhad.
As former ...Executive Director of the Malaysian Institute of Economic Research (MIER) and Chief Executive Officer of the Langkawi Development Authority (LADA), Hezri has led numerous initiatives to promote environmental sustainability and poverty reduction. He was also a Distinguished Fellow at the Institute of Strategic and International Studies (ISIS) Malaysia, where he worked to promote technology and innovation for social development in the context of non-traditional security. Hezri was responsible for creating the Malaysian Civil Society Alliance for Sustainable Development Goals and served as its founding Co-Chair from 2015 to 2018.
Hezri is currently an Adjunct Professor at Universiti Malaya’s International Institute of Public Policy and Management (INPUMA), where he shares his expertise in cross-cultural communication and collaboration with the next generation of leaders. Hezri has also held visiting positions abroad at Kyoto University and the Australian National University, where he obtained his PhD in Public Policy in 2006.
Hezri has extensive experience in advising international organisations such as the UNDP, UNESCAP, UNICEF, UNRISD and the Asian Development Bank on various issues related to development and environmental challenges in developing countries.
Hezri is also a prolific author and his latest book, The Sustainability Shift: Refashioning Malaysia’s Future, is a groundbreaking work that explores innovative solutions to Malaysia’s most pressing sustainability challenges.
Dato’ Dr Badrul Hisham Kassim
Dato’ Dr Badrul Hisham Kassim is currently the Chief Executive for Iskandar Regional Development Authority (IRDA), effective 1 January 2022. Prior to that, he was the Deputy State Secretary (Development) for the Johor State Government. Badrul Hisham has been a Johor State Administrative Officer since 1992, and his engagement ... with Iskandar Malaysia predates IRDA. He was seconded to Khazanah Nasional Berhad from the Johor State Economic Planning Unit (UPENJ) in 2006 to help design the creation of Iskandar Malaysia. Following that, Badrul Hisham was directly involved in the release of the IRDA Comprehensive Development Plan (CDP) 2006-2025 as well as the enactment of IRDA Act 2007.
Badrul Hisham was appointed as the first IRDA State Commissioner after returning to the Johor State Economic Planning Unit (UPENJ) to coordinate matters with State departments and agencies, including the approvals required at the State level. From 2007 through 2014, Badrul Hisham assumed the role of State Commissioner. During that period, he was involved in the Joint Ministerial Committee (JMC) between Malaysia and Singapore on Iskandar Malaysia. Badrul Hisham also served as the Yang Dipertua (President) of the Johor Bahru Tengah Municipal Council (now known as the Iskandar Puteri City Council), which is one of Iskandar Malaysia’s five local authorities.
Badrul Hisham holds a PhD from the University of Glamorgan, Wales in the field of water management and privatisation, a Master of Business Management (MBA) from the University of Leicester, England and a Bachelor of Laws (LLB) from Staffordshire Polytechnic, England. He also attended the Harvard Kennedy School in the United States for an executive course. In 2016, Universiti Teknologi Malaysia (UTM) designated him as an Adjunct Professor. Badrul Hisham has recently (1 June 2023) been appointed as Adjunct Professor at the International Institute of Public Policy and Management (INPUMA), Universiti Malaya.
Mr. Toh Hock Chai
Since mid-March 2020, Hock Chai has been assisting OCBC Bank (Malaysia) Berhad on a part time basis, as an Advisor, to improve its statistical reporting and data management. He is also the Senior Advisor to Chief Executive Officer of the China Construction Bank (Malaysia) Berhad to improve data management and drive digital transformation since August 2020....
Prior to this, Hock Chai has 33 years of experience in Bank Negara Malaysia, mainly in data management and system (IT) development; economic analysis, surveillance and policy formulation; and foreign exchange administration. He is graduated with Master of Applied Statistics and Bachelor Degree in Economics, both from the University of Malaya. He has also completed 5 modules of the Executive Data Science programme, authorised by John Hopkin’s University, offered through Coursera online.
Experience in Financial Sector
He was the Director of Statistical Services Department in the Bank from 2009 to 2019. He has vast knowledge and experience in data/information management and embracing. IT to improve work efficiency and productivity. During his tenure, the department has automated and digitalised the collection, compilation and dissemination of all core statistics, covering financial, credit, payments, monetary and macro-economic statistics. He played a pivotal role on successful implementation of an end-to-end integrated statistical system, including an Enterprise Data Warehouse, in the Bank. He has also charted the strategy and roadmap for the Bank to embrace Big Data, data science and data analytics, and had successfully delivered a Big Data Analytics Platform and several Data Science and Analytics initiatives.
Prior to this, he has served the Economics Department of the Bank for close to 7 years, involved in economic analysis, surveillance, forecasting, policy formulation and publication. He has in-depth knowledge on foreign exchange administration policies, rules and requirements, having worked in the Foreign Exchange Administration Department for 9 years. He joined the Bank as a public relation executive in late 1986, after more than a year of working with a private company, specialises in exhibition display systems and supplies.
Contributions to Central Banking and Statistical Communities
Hock Chai has been actively playing leadership role and contributing to the central banking and statistical communities at the domestic and international levels. He was one of the Council Members of the Institut Statistik Malaysia (ISM) from 2015 to 2019 and currently an Advisor to ISM. He has initiated the 1st national statistics congress (MyStats), jointly organised by the Bank with Department of Statistics Malaysia (DOSM) in 2012. At the global front, he was the Executive Member of the Irving Fisher Committee on Central Bank Statistics (IFC Committee, which has around 90 central banks as members) of the BIS in Basel during 2015-2017, and as the Vice Chair of the committee in 2018-2019. He is an Elected Member of the International Statistical Institute (ISI) and was the Chair of the ISI South East Asia (SEA) Outreach Committee during 2015 to June 2020. He has gained significant knowledge from, worked collaboratively with, and established strong professional network with central bankers around the world, given that IFC Committee has around 90 central banks as institution members. He has played a vital role in leading the successful organisation and hosting of the 62nd ISI World Statistics Congress 2019 in Malaysia, jointly with ISM and Department of Statistics, Malaysia.

Datuk Amran initiated his career at Petroleum Nasional Berhad (PETRONAS) as a corporate finance executive in the late 1990s, contributing to equities investments and corporate finance initiatives.
Datuk Amran's holds a B.Sc in Commerce (Hons) majoring in Accounting & Finance from the University of Virginia. He has also attended senior executive and management courses at renowned institutions such as London Business School and Harvard Business School, enhancing his leadership and expertise in the area of finance.
Datuk Nik Mohd Hasyudeen Bin Yusoff
Datuk Nik was the founding board member of the Audit Oversight Board (AOB), which supervises auditors of public interest entities in Malaysia when he was appointed as the Executive Chairman in 2010. In addition to this role, he was also the Executive Director of the Securities Commission Malaysia ...in charge of Market and Corporate Supervision. Before entering the regulatory arena, he was the Executive Chairman of Khairuddin, Hasyudeen & Razi, (KHR) a public accounting practice founded based on a merger in 1998 of three public accounting practices including my own firm which was established in 1992.
He was elected to the Council of the Malaysian Institute of Accountants in 2000 and became the President of MIA from 2007 until 2009, and the Vice-President of the ASEAN Federation of Accountants (2008-2009) and a member of the Public Practice Advisory Committee of CPA Australia (2004-2010). Datuk Nik was the Chief Executive Officer of Lembaga Tabung Haji and currently the Independent Director of Petron Malaysia Refining & Marketing Bhd and Bank Islam Malaysia Berhad.
